Joel Mutua brings a people-first approach to leadership and a strong commitment to improving the lives of individuals and families in his community. He is passionate about building an organization where compassionate care, personal dignity, and dependable service are at the heart of every relationship.
Guided by these values, Joel founded Harmony Family Care—a family-owned home care and supported living company dedicated to helping people live safely, confidently, and as independently as possible. He believes exceptional care begins with listening, building trust, and treating every person like family.
Yuliya Mutua
Managing Director
Yuliya Mutua brings more than seven years of experience supporting children with disabilities across the Kent School District and Highline Public Schools. Throughout her career, she has been driven by a genuine desire to make a meaningful difference and add lasting value to the lives of others.
Inspired by this passion, Yuliya co-founded Harmony Family Care—a family-owned home care and supported living company committed to providing compassionate, person-centered support. She believes every individual deserves to feel respected, empowered, and genuinely cared for while living a life filled with dignity, choice, and connection.
